If you mean an employer willing to help you relocate to a different country I suppose big corporations are your best bet.

However, unless you can convincingly demonstrate you have skills that are hard to get at home and/or you are willing to work for much less than your peers already at the location, I fear you may find this an uphill struggle. Formal qualifications probably matter more than real skill in this situation, in fact it seems to matter more than real skill even within many "liquid job-markets" as employers are still terrible at evaluating programmers. (You'll find loads to read on this topic around the web if it interests you; see for example codinghorror.com for a start.)

If you're interested in alternative ways to improve your living without necessarily leaving Vietnam and you do have the skills (many, many think they do and do not), I would suggest you at least test the waters a little doing freelance work. I have no experience with it myself, but sites like guru.com claim a lot of work gets done this way. Don't kid yourself: You need to have the skills, and to put in a lot of effort to sell projects when you're an unknown nobody. But this could possibly get you some projects, and if you do a great job you could find it easier to get more work in the future. It is even conceivable this could help you get references or contacts that could some day lead to a job offer. Again, I have no experience with this, so consider it as ideas, not advice.

Ultimately I think you'll need to have a lot of resolve and be willing to put in a lot of work with little or no guarantee (just a chance) that any great rewards will result.
