do one thing, when you fire the itemcommand on first gridview at that time take that textbox value in some field (such as if many fields then use the datatable ) and give that datatable to the second grid. i.e.
grd2.datasource = dt;
grd2.databind()
protected void grd1_ItemCommand(object sender, GridCommandEventsArgs e)
{
if(e.commandname == "settextboxvalue")
{
string txt1value;
txt1value = (TextBox)grd1.FindControl("txt1").Text;
}
}
in this way you get the value of textbox of first grid now you can assign this to the second.

its not the correct way,
how could you populate the row in the statement (GrdOptions.Rows[0].FindControl("txtText") as TextBox) as in that griview, row is empty
thus,
its giving an error "Index out of range"

Doesn't have much difference
index out of range!! might have many reasons behind it.
1. your grid GrdOptions is not binded at all.
2. the data source is empty.

As provided in linked article: This problem occurs because the worker process that tries to start the Microsoft ASP.NET compiler process is running under the Network Service identity or under an account that is not in the Administrators group. When the ASP.NET compiler process tries to start Vbc.exe or Csc.exe, the process initialization routine fails. This failure occurs because a dependent DLL fails during its initialization routine. If any of the DLLs for a process return a failure in their initialization routine, the operating system stops the process startup and returns an error code of 128 (ERROR_WAIT_NO_CHILDREN).!
Please check if there is any issue with any dll ported - you can test that by replicating the website to local IIS.
Or - sorry to say  - you have to wait for customer support.

Instead of specifying the width of the controls and containers (div, tables) in pixels, use percentage.
Like 100% to the main container, and relative width in % to inner controls

Check the screen resolutions. It is the resolution not the monitor size that matters.
These days I design for 1024*768 and make sure it either looks okay, or resizes appropriately at other resolutions.
