When you are adding the user control on Page ?

Did you tried to add the control before Page_Load(). Add the user control in Page_PreInit() Event and try then.

I set the maximum property of the range validator to 999, but even if i type numbers exceeding
999, the error is not shown unless i type a really big number.

you can use regular expressions like:

Your validator showing error means some of the validation get failed in the page. So It will not allow you to move to other page.
If you want to move to onther page by using some other control where you didn't use validation control, you need to use ValidationGroup Properties. Use Validation group with those control on which you want to validate then other controls will work fine.

If you have secure smtp server, you need to use NetworkCredentials to login before you send a mail.
