Just if you return false to the Onclick of the client side, it will not call the serverside and hence the postback will be removed.
Also what is the meaning of checkMinHour(txtHourFr, txtMinuteFr, txtHourTo, txtMinuteTo)... ?? If the arguments are names of some other controls, you must use quotation while passing them. Now the function will look like :

function checkMinHour(txtHourFr, txtMinuteFr, txtHourTo, txtMinuteTo){

  .... ...
  .... ... 
  if(Data is valid)
   return true;
  else 
   return false;
}
