The reason you are not getting answers is because there is NO answer to your question. Only you can come with the answer to your question. If I had the same question, I would look for examples rather than answers. For example, analyze MFC to see what it offers and how. MFC is a good framework and will give you many ideas. You can also, study the architecture of .NET (although) some think .NET is not a framework.

You can also read the book on CSLA by Rockford Lhotka who creates a whole framework within the book.

Once again, this will just give you fundamental ideas--like a book on OOP--however, creating a good framework is more of a style of thinking rather than following a strict methodology. Art is involved in addition to engineering.
