Add the exe of your application and your required document file. While setup put the exe and the document in the same folder ( By default it will be in the same folder only) then use Application.StartupPath in your program to open, read or write or for anything.... When your setup file is executed, it will ask the path where it need to be installed. Then it will copy both the application exe and your document(whatever)which you added both to the same directory. After the first setup file is finished, open the file, evaluate the condition i.e TRUE or FALSE and then start the second module's setup....
