I found the answer and thought it worth a post and maybe
save someone an awful lot of time.

It turns out it's not just the format specification that's involved,
you also have to open the file in read/binary mode ("rb"):

aFile = _tfopen(TEXT("C:\\temp\\unicodeFile.txt"),TEXT("rb"));
without the b it opens in the default text-mode.

Then you have to use "%1ws" as the format specification;

TCHAR x;
fwscanf(aFile, TEXT("%1ws"),&x);

I can't understand why there aren't more correct examples for
Win32 Unicode support. MS seems to be proud that its OS
internals are Unicode based - you'd never know it from reading
its help files.
