Say, he has insert few record in his table, tomorrow some of his other application (other technology, Java) is going to use the same table, he has search for equivalent method to do UrlDecode. Or if he want to fetch data directly from database, he has to manually replace the Url encoded value with the original character.

The right solution is to use Paramaters rather than sql injection. The Parameter ojects automatically take cares this situations.
