A web.config file containing application level settings can only be placed in the root folder of an application. You have placed it in a folder inside an application. You have to configure the folder as an application in IIS using IIS Manager. For example, if you are using Microsoft Exchange Server, you can find the code about how to manipulate the MS Exchange server. To create a website like yahoo or gmail or any large website, it's not that easy. I suggest you to start with small application and read more about ASP.NET and the different kind of Exchange Servers. Once you got the solid idea, you can develop those kinda site..
