QuestionNetwork or Command Prompt Deletion Hook Pin

Whenever I delete any file or folder, I always chose the route of making it find a place in 'Recycle Bin' and then 'Empty'. I feel this is better than 'Shift + DELete' since you get the following advantages of an inadvertant deletion:

1) Recovery of mistakenly deleted files
2) Quarantining mistakenly deleted files into a different location.

But when you delete from Network Drive or Command Prompt, the deletion does not go to RecycleBin. I was just wondering if there is any setting (Registry Tweak) or any helper tool or application that would help in getting those deletions also into Recycle Bin first.

A pessimist sees only the dark side of the clouds, and mopes; a philosopher sees both sides, and shrugs; an optimist doesn't see the clouds at all - he's walking on them. --Leonard Louis Levinson
