Right-click the background of the folder in Explorer and pick Customize this folder...
How much customization you can do depends on the OS. Prior to XP you could change a lot (that's the folder.htt file that has been mentioned). Starting in XP, MS removed a lot of those features, probably because no one was using them.

Recently, I have an idea that if we can prevent file contents saved frome one disk patition to another. We can safe pretect our document. However, Idea is simple, work is so difficult. Until now, I have not a good method to do this. Anyone have interested in it. give me some suggestion.

There's no way to do this. You need two things to copy a file from one place to another.
The first is Read permissions on the source file. Easy enough to take away using NTFS security. The problem is that the user will never be able to open the file in your app.
The second is write permissions to the destination. That also is easy enough to take away using NTFS security. The problem is that you can't take away permissions on a volume that doesn't exist yet, like an inserted floppy, CD, or USB drive. Also, NTFS permissions don't exist on FAT formatted disks. Abvout the best you can do here is disable all access to any drives, other than C:, through Group Policies, which you're app can't setup permanently and can be easily overriden by the domain controller.

If you are running on NTFS partition, you might consider to encrypt a file or folder.

I had use encrypt method, but still i could delete file when i was sign in as a guest.

This relate to the permission that you grant to the folder or file. Just give the permission to the guest account to read only, then this account won't be able to delete this file.

I'm running XP Pro v2002 sp2, with Outlook 2002 and it constantly forgets to remind me about repeating appointments when I need it. Ironically it will often suddenly give me a list of appointments I have missed that are serveral days late. The appointments look fine in the calendar, sometimes they work, but more often I'm notified that I missed them days later.
Does anybody know of any ways to fix this?

In my opinion, there are two ways to do that:
1. Configure group policies to prevent user from access the specific drive. The policies is: "Prevent access to drive on my computer".
2. If you are running on NTFS file system, you can configure the security for the specific drive to allow specific user to access it.

Run regedit.exe
go to HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Current Version\Explorer
Then create a DWORD key and name it as NoDrives and set value as ffffff0h.
It work only in NT,XP,9x

Ever since installing Win2K3 I've had trouble with IE6. It constantly blocks ActiveX content, even for sites in the Trusted zone. I've modified the zone security settings to enable absolutely everything, but it hasn't changed the behavior. There must be some setting elsewhere that I haven't found - any clues?

Under the help menu in IE (on Server 2003) look for "Enhanced Security Configuration"
It has the instuctions how to configure it various ways.
Under "Apply Windows 2000 default Internet Explorer security settings" is the removal instructions to set it back to Pre-Enhanced Security Configuration.

hmmm.. I think I be checking that 2003 machine to see if it was compromised by some malware, spyware or ect..
Anyway, Here's is how is says to remove it:

Apply Windows 2000 default Internet Explorer security settings
If Internet Explorer Enhanced Security Configuration is enabled on your server, you may find it necessary to use the default Internet Explorer security settings of Windows 2000.
1. Open Control Panel, click Add or Remove Programs, and then click Add/Remove Windows Components.
2. Select Internet Explorer Enhanced Security Configuration, click the check box to clear the selection, and then click OK.
3. Click Next and then click Finish.
4. Restart Internet Explorer to apply the changes.
Important
When you restore Windows 2000 security settings for Internet Explorer, you also restore the lists of Trusted sites and Local intranet sites that were in effect at the time Internet Explorer Enhanced Security Configuration was applied.
Applying the Windows 2000 default Internet Explorer security settings increases your server's exposure to potential attacks from malicious Web-based content.
