If you want this kind of flexibility, you should separate the GUI and server components of your application. You can then provide a GUI on various clients and run your server on various platforms. Which framework(s) are best for each component isn't something I can tell you, because I don't have much experience building these kinds of applications.

Build using a technology familiar to you, and get a working solution ready. Then it can be ported to another technology with not much effort.
Better to get something in hand rather than spend time endlessly in deciding which way to proceed.

A web server can run locally. In fact, many devices use an "on board" web server to present an interface.
This gets back to the proper definition of "requirements".
