Jane does the work, but doesn't have the authority to approve the request.
It's just like company purchasing policy: a manager must approve the purchase, but it's their assistant / clerk that will actually prepares the purchase order, [gets it signed by that manager] & sends it out.
Nothing to do with keeping people employed, it's normal practice. Perhaps in smaller companies the manager would do the orders themselves, but in any mid - large organisation that manager likely (or supposedly) already too many other things to do. The clerk / assistant is 100% right to do (and say) nothing till their manager approves it.
And in large organisations it's even used as a counter balance on the manager not doing (or even being able to do) the actual ordering themselves in case they self approve their own ridiculous purchases - i.e. please send me 7 brand new tesla's, one for each day of the week.
This internet thing is amazing! Letting people use it: worst idea ever!

The reason is that she got those white list requests from everybody and their dog so she wanted a single contact person.
Since I was already in contact with her I thought I'd ask, but she's very "by the book" apparently 
The people who ultimately "approved" don't even know me or what I'm up to

I took your post to suggest that had we used DNA testing from 2 millenia ago we could have ended up with a better human race.

No I meant the baby Jesus could have been DNA tested to determine his true parentage.

How would you progress to obtain the DNA of the alleged father?
I'd be very surprised if that carpenter guy was the one responsible.
But Mary had encounters with a fellow named Gabriel; I guess he could be found.
On the other hand: We know that Mary was traveling alone at several occasions, so the number of candidates could be large. They could be ruled out one by one. If no match was found, how far would you go before concluding that the claims from the young girl, about who is the father, are true?
Most likely you'd find a hit with some attractive young man of name Gabriel.

A first I was going to take exception as to why you took 2000 years to be some sort of value, the world being around a lot longer than that.
Reflection upon historical tragedy brought upon the innocent makes 2000 years about right.

The Jesus that Mattew talks about was born 4BC or earlier, Herod died in 4BC, and he was king hwen Mattew's Jesus was born.
The Jesus that Luke talks about was born when Quirinius was governor of Syria, which he became in 6AD, so this Jesus was born 6AD or later.
There is practically speaking nothing in common in the childhood stories about the two Jesuses. The Lukas Jesus was not visited by any wisemen, received no gifts, and no star was worthy of mention. They came traveling to Bethlehem, had to stay in a stable and were visited by shepherds. Augustus and Quirinius were active, but no threat to kill newborn boys - no Herod. Mary was told to name the boy Jesus. Jesu grandfather was Eli, great grandfather Mattat, som of Levi. Luke telsls about Simeon and Anna praising the boy child. After the census, the little family traveled directly back home to Nasareth, with no mention of any problems.
The Matthew Jesus was visited by wisemen in the house where they lived, in Bethlehem, giving valuable gifts. There is no mention of shepherds or angels or stable, but of a star above the house. There was no traveling, no census, no Quirinius, no Simeon nor Anna praising the boiy. But the hunt for newborn boys forced them to flee from their home to Egypt. Not until they returned from Egypt did they settle in Nazareth; they didn't dare to return to Bethlehem. The grandfather of this Jesus Jacob, great grandfather was Mattan, son of Eleasar. His mother was told to name him Immanuel.
If both stories are true, maybe the young Matthew Jesus knew the (at least) ten year older Luke Jesus. I don't know how many inhabitants Nazareth had at that time; I guess it was so small that everybody knew of each other, even if they were not close friends. Which of the two became the preacher is anybody's guess.

Sometime back, someone posted a post about paying taxes here in Lounge but i'm not able to find it using the search functionality & i needed its direct link.
The post contained the below text:
Society comes at a cost, and things need paying for, one way or another. If not through taxes, then through increased prices and insurance.
Who pays for the roads that transport goods from farms and factories to the shops, and on which you drive from your house to go and buy? Either the government or a private company – either way, they’re going to want paying. Same for schools, hospitals, etc etc.

That's only one way to see it. When my ancestors heard that the Romans were coming to bring them civilisation and taxes, they thought that this was some form of collective slavery. They destroyed three Roman legions to prove the point.
