Don't know. Maybe an unrelated fix to the DLL resolved this for Win 10.

It's because of 1 non-system DLL. Non-system as in developed outside the core Windows dev team.

Makes you wonder, doesn't it? I'd love to see the source code for that.
Incidentally, I do have a number of user accounts named "user01", "user02", etc for testing in my domain. Can't say I've noticed, but that doesn't mean the problem isn't present.
