I don't have the benefit of everyone sitting in a room together, or even that of an enlightened DBA. The security is "governed" by the Information Assurance nazis, and the DBA can only give access to the level they dictate. Even if he WAS enlightened, it wouldn't make a difference. I have to go through five layers of bureaucracy to get anything done around here.

Speak for yourself. I do all my coding in NotePad and deploy to production during business hours. Only sissies need to test their code.

I assume that some lines are f***ed-up so badly that they count twice.

I believe you are just talking about the political implications of executing an SP, but there is an interesting missing role in SQl Server.
CREATE ROLE db_executor
GRANT EXECUTE TO db_executor
Then you can grant the ability that the person can only execute SPs.
It's a good way to secure a DB and still leave it open to SP execution.
