I went to one about eight years ago, in London, organised my Colin McKay. We had teens of people turning up. Sadly, the only three I've seen active these days are myself (and I'm pretty quiet), Anna-Jane, and a chap from France whose name escapes me right now.
Sad, but things move on!
Was a very good day though - Pub, computer exhibit visit at the Science museum pub, Indian, pub... (I detect a theme)

hmm strange, i have build a joomla site years ago, and can't remember that it comes with an own language. But Typo3 has one: Typoscript.

Joomla is definitely a CMS. Main advantage of this CMS if how easy is developing addons (or plugins).
The language used for building Joomla extensions is PHP. And of course there is a framework for it.
But Joomla is, absolutely, a CMS.

Last time I looked (2008), I considered it CrAP. WordPress not quite as CrAPpy. 
But yeah, it's a CMS.
