As far as I know the iPad gets connected as a digital camera device. (At least my old iPhone behaved like that). Windows only supports copying files from a camera onto the PC, copying to a digital camera doesn't work.
I'd guess nowadays the easiest way to bring them onto the iPad without iTunes is using the iCloud? I didn't use it, because it didn't exist when I had an iPhone, but most people I know sync the files like that.

If you want to solve this problem forever (So that she can do it herself), then buy the SD Card / Camera Connection kit.
I have the older one.[^] And it works great. Just insert the card or connect the camera, and it will import everything.
My purpose is to use my iPad as a backup device, whenever I travel I take daily backup of my DSLR's Memory card (You can't trust SD Cards, and You can't afford losing your pictures). So $30.00 is worth spending.

There are many file managers available for both iPhone and iPad. You can store any type of file in these applications and they support viewing of most common file types. I personally use File Manager Pro[^] but since this is one off thing you can try to find something cheaper. To copy files from PC to this application both iPad and PC must be on the same Wifi network. Simply launch the application, select the option to transfer files over Wifi and the application will provide you with a link. Open this link on PC and you will see a webpage which allows you to upload files. Once files are on iPad, you can choose to save them to camera roll.

So, tomorrow night is my last in Las Vegas for a while, and I'm torn for dinner options. India Masala here at the Riviera offers Chicken Vindaloo at an outrageous price, while right next door, Angelina's Italian Dining offers freshly made Lasagna at a reasonable cost. It's a difficult choice, since the Vindaloo is a complete unknown, but I love the stuff, but though I haven't tried the Lasagna at Angelina's, I had the pizza tonight and quite enjoyed it; that bodes well for the Lasagna. It's a toughy...
One option is to have both. Since I get up a lot earlier than necessary for my class, and the Indian place is open 24 hours, I could - in theory - have vindaloo for breakfast and lasagna for dinner... But the accountant is bound to check the dates on the receipts. 
What would you do?

If you never tried it i would go for the Chicken Vindaloo, just for the experience.
Since i´ve eaten countless Lasagna in my life and you can get it nearly everywhere it would go with the chicken

You should come to the UK.
Indian food was invented here (ie the sort of Indian Food you get in Restaurants) and is very softly priced.
For example a selection of popadoms, then a Chicken Tandoori starter, followed by a Tikka Masala with garlic mushroom rice, a garlic naan bread, a side of Bombay Potatoes (Should that be Mumbai Potatoes now?) served with a couple of beers, works out at about £20 per person (about $30 thereabouts).
There is a street in Luton that has 2 Chinese Restaurants, a Thai, an Italian, and 7 Indians.
The competition is fierce.
I could take you on a journey into spiciness that you have likely never encountered!

It will probably work OK if you have the required 4TB of memory.
The way web-apps are made these days, you really need to be able to read the specs before visiting a web-site.
With many of these web-apps, I'd prefer it if the web page linked to an installer, which allows you to make decisions on the elements of the app that you want to use.
E.g. if you don't want foreign apps to store your details and send them to foreign security services, you don't install that bit; and if you don't want advertising, you just uncheck the box that installs the advertising server -- finding out what an installed app is sending where is a relatively trivial task, but let's see someone try to find out what a web-page server is doing.
As it is, if you open a web-page, you are pretty much giving the owner of the site permission to do whatever the Hell he likes, particularly with your system resources.
Perhaps that's why apple doesn't like Flash -- Flash allows you to limit the resources allocated to it -- but it's certain that the huge move toward web-apps has been driven more by "What can we force onto users theough a back door?" than "Do no evil".
I'd love to see metrics of how much/many system resources would be consumed by installed versions v. web-app versions of programs, and how much of the bloated web-app cr@p people would put up with, if they had such options to not allow it into their computers.
