I have to say I prefer the new way: WIN+SHIFT+S copies to the clipboard, with a clickable notification that opens it in the snip tool.
That way, I can paste it directly into what I want - PaintShop Pro say, for pixelation - or use Snip to quickly highlight one bit for pasting into an email or website, or to save it as a file.
And for me, the "New" button doesn't seem to be moving at all no matter how large the window. I'm on Win 11 21H2 (OS Build 22000.795), and Snipping Tool 11.2205.10.0

What I really like, it is really easy to capture menus & tooltips that usually disappear when a form loses focus.

The old Snipping Tool can capture those things, you just set a delay and then after you click the New button, switch to your other window and open the menu that you want to capture, then it will grab the screen as it is after the delay.
The difficult we do right away...
...the impossible takes slightly longer.

On top of all this idiocy, there's no way to create ovals or rectangles to highlight stuff.

Yup, there is
Click on the thumbnail in your Win 10 notifications, then you get a window that opens with Pen, Highlight and ruler tools allowing you to draw on and annotate the snipped image.
I do concur the tools provided are a bit lacking, for example adding text and pre-defined shapes would be helpful, but as it stands, free hand drawing with/without the ruler and highlighting work pretty well.

What is there snip tool, version 1 or 2?
We all know it takes Microsoft AT LEAST 3 versions to get out of beta!
I used to use Jing (best simple snip type tool, EVER), until TechSmith destroyed it,
and failed to properly replace it.
I use SnagIt. I don't have time to muck around with these things. Let me copy,
annotate, paste or paste a link and move on!

Wow, I just stumbled upon the new edition of Charles Petzold's fantastic book Code: The Hidden Language Computer Hardware & Software, 2nd ed[^].
It's publication date is set as August 29, 2022 but it's already available on my O'Reilly Bookshelf and at amazon.
I'm really interested in seeing what updates Petzold made. The 1st ed. is an amazing must-read for all software / hardware people. It's so good.

From Preface to 2nd
The first edition of this book was published in September 1999. With much delight I realized that I had finally written a book that would never need revising! This was in stark contrast to my first book, which was about programming applications for Microsoft Windows. That one had already gone through five editions in just ten years.
