BREAKFAST
Perhaps we should stop - anagram of BRAKE
Quickly - FAST
Apologies for 'iffy' explanation.

Your explanation is close enough - I was using "perhaps" and the question mark to indicate "sounds like".
You are up tomorrow!

I think you gave us an easy one - which is why I got it, in a roundabout way.
Pressure on now!

Also works without the anagram/sounds like...
"perhaps we should stop?" == "break?"

This would work too

... and how come, not a single journalist asked that question?
The dictionary definition of 'medium' is pretty simple: 'being in the middle between an upper and lower amount, size, degree, or value'. Does no-one in Government (including scientists and advisors on huge sums of money), even have a grip on basic English? No wonder we are in the sh*t!
Also, how come no criteria was set out for the different tiers? And, again, not a single journalist thought to ask! This is a system, (and I'm being generous to call it that), that seems to be designed to encourage political ping-pong....
Bozo: "So, Andy, we are putting you in the very high tier."
Andy: "Don't think so Boz. I calculated that we are in the medium tier."
Bozo: "What? How [the ***k] did you get to that?"
Andy: "How [the ***k] did you get to very high."
Bozo: "I'm afraid I can't tell you that Andy."
Andy: "Well I can't tell you how I got to medium then! Now, 'do one' Boz!"
We are doomed!

To put it simply, I think it's a psychological trick - by classing the lowest tier as medium they want you to understand that there is still a certain risk in your area that is not low.
After all why make things simple when you can overcomplicate them as well confuse the public, the mainstream media and politicians at the same time?
You're right about journalists not asking the right question - there is one chap, Freddie Sayers, who runs a YouTube channel called Unherd who does seem to ask the right questions.

Maybe you are looking at the wrong definition?
Medium can be too:
Quote: The intervening substance through which sensory impressions are conveyed or physical forces are transmitted.
or
A particular form of storage material for computer files, such as magnetic tape or discs.
In the OSI Model, the medium is the lowest layer too. And it is correct
EDIT: I just had a look, in the English version the lowest it is called "Physical", in my study times (many years ago) and languages (Spanish / German) "medium" was used too
EDIT2:
Seeing the rest of the messages I have realized, that the one that has understood it wrong was me.
Sorry

It is about the level of risk: Medium, High, Very High. And if the risk level is low then no further measures are needed. Much the same system is used in the nuclear attack warning system.

OriginalGriff wrote: ... they are using a Ouija board to plan their Covid response So, I think I now know what the criteria for the 3 tiers is:
Medium - Clueless! Let's try asking the spirits!
High - Hey man, should we worry about this virus thing?
Very High - .... Soldiers as big as Wales. Hey, lets get a Kebab!

You give them too much credit. Using an Ouija board would mean that they actually have a process
