The rule is that plagiarism is a capital offence: you steal someone's hard work, post it as your own, and your account goes - and will not be reinstated.
Always report the article, always report the user.
In this case, he's clearly been naughty before as the article has two kicks, and the user has been closed!

The pending article has been accepted meanwhile.

Yeah, the Hamsters used to be as well. But when someone pleaded for their account to be reopened, and promised faithfully that they wouldn't do it again, most of 'em apparently turned round and did it again, just a bit more carefully. So the Powers That Be decided "zero tolerance" is the only approach that provides any significant deterrent.
And I have to agree: if you any I can sweat for a week to get the text right, why should some scrote give a misleading impression on his resume that he knows his stuff and writes good quality documents?

I didn't know that, but not a big difference for me. I think: We nuke, and CP decides if reinstate or not.
Pity is that some of the banned come back under another user name (or even similar one) and try it again
