and other is to save this reports to .xls file

This is ASP, not ASP.NET ? I'd look for C++ COM objects to do the work for you, seems most likely to succeed to me.

I pay 12000 US dollars but here in lebanon don't have the kind of institutions like the ones in US or even Europe.

I am sympathetic to your need ( being a student and wanting to find hosting ), but I imagine it's closing because it's hard to make a profit out of free hosting if you have to pay SQL Server licenses, etc.
