Does anyone have a recommendation for an open source PHP based system I can adapt for a genealogy site?

I need to make a bid on a genealogy site and would like an open source model so I can make changes to the design if necessary to customize it for a particular client.

I need to pin down more specific requirements but some of the requirements are "I want to end up with a very flexible easily maneuverable site that will allow for photos, videos, sound, uploads, downloads, links to and from other sites, etc., etc., etc.".

Obviously, from the tone of the statement, I can expect a significant amount of "feature creep" and will have to structure my bid accordingly.

He already indicated that he had in excess of 5,000 pictures that would need to be presented in 3 resolutions; thumbnail, low to medium resolution for viewing on-line and high resolution for download.

I am considering sub-contracting the photo rendering because I don't have the time or desire to do it myself but I would have to make a provision to display a title (Aunt Jane, Uncle Waldo, Church in Backwater Serbia where Grandparents were married, etc.).

There is also a significant amount of copy that the client will need to be able to modify as editing progresses or new information becomes available.

Further down in the RFP there is a statement "As far as the money goes, I feel XXXX thousand dollars to get this to a point where it is fully functional according to my desires (In case you don't already know, I am somewhat picky and a bit of a perfectionist)would be fair".

This tells me to factor "aggravation pay" into my bid also.

I am having second thoughts about bidding as I write this but the work is welcome and I have had difficult clients before.

If I could find an open source product I could customize for this site I will consider making a fixed price bid on a prototype (with strict design specifications) and subsequently additional bids on enhancements to the original design.

That way I can get some money up front and if the job becomes too demanding I can bail out on the enhancements stage of the project.

Any help locating an appropriate open source product would be greatly appreciated.

Any advice about how to structure the project so I can make money but not get caught in the impossible to please client trap would also be greatly appreciated.
