Yes. But, it's not possible to do it in ASP.NET, if you want to schedule an upload then there needs to be code running on the client machine to upload the file at the appointed time. Well, you could require them to keep a webpage open until the appointed time, but that's sure ugly.

what do you mean by "without any webservice"? Do you have an ASP.NET application running on the server? You can create your own TCP/IP client/server program for example...
What do you want to achieve exactly?

Where did the XML come from ? Does it contain data that defines the constraints ? If the program that generatedt he XML cannot restore it, you'll need to write code to do that.
