How to create linked server in 2012 sql serevr for 2008R2

I want to create a Linked Server in Sql Server 2012 and the remote server is in 2008 R2. I have created through a local ip then it is working but when i am taking a public ip or static ip it showing error.

Is there any Solution.

Solution to what; you have not explained what the error is.

The Error Is : -

OLE DB Provider "SQLNCLI11" for linked server "SERVERNAME" returned message "Login timeout expired."

is there anything has to set on the remote server database.
