Send Sms to Registers Users on a Web site

I am working on my fyp, i am developing a website for student registration on which i have to send registration success msg on their cell phones, How can i do this without using any third party api.
I have stored users mobile numbers and cities in my db.

You can't. You have to use a SMS Sending API.

There are many APIs. Search and find one. Go to their website and contact them. Tell them to provide a demo if possible. You can also search for the API reviews on Google. Review them before using.
