What do you mean by "all c++ libraries" ?

IMO, Visual Studio.

If you say best "Windows" C++ compiler "with its librares", there is nothing better than Visual C++ as it comes with MFC, ATL and now even supports .NET (C++.NET). Though you can also try MinGW and Embarcadero C++ compiler.
