I don't think anyone reading this question has any idea what you're talking about without further clarification of what "document library" is.

In SharePoint , it doesn’t allow users to redirect a new popup window while clicking on new items. However, from the design perspective, Microsoft office SharePoint Designer will provide a flexible platform to design a popup window as your requirement. It is necessary to do functional programming.
