I'm looking for a bar chart who's values can be edited by the user at run time. I'm using c#.

Wouldn't that be every charting library? All you have to do is supply some interface to edit the data the chart is bound to. Every charting library exposes either some data binding properties or a Refresh method to tell it to update the graph.
