how to disable all application and leave one running up to a certain amount of time.

Am currently developing an online exam application and i want to incoperate a feature that does not allow a person doing the exam to open any other application until the exam is finished.
Any guidance is highly appreciated.

If you want to keep the students from cheating in an online examination there is really nothing you can do. Why do I say this you may ask?

1. Even if you succeed in keeping the examination GUI application foreground the user may choose to use a mobile device to investigate the answers.
2. The user could even choose to ask a knowledgable buddy in situ or available on the phone.

The only scenario where this could be helpful would be if somebody were present to observe the activities of the user. (see Rohan's comment to your question)
