Viewing multiple Panels in same position.

I have 4 panels in my web page. Only 1 is displayed at a time based on the user selection in drop down. How do i manage to show all the panels at top position. Because if the user selects 1st panel it is shown at top and 4th one at bottom, i want all panels to be displayed at top position.

you should set panels on different location make sure it is not overlaping
