Can my notepad support CSS3 code? If not then which editor shall I use?

You may actually write CSS3 code using the notepad. after all every plain text editor would do the job.
However, even for plain text files I prefer the Notepad++[^] editor.
That said, there is a plethora of editors specialized on CSS3 (did you try Google[^] ?).

There are few free editors availabe for authoring CSS.

  1. Simple CSS - Download
  2. A Style CSS Editor - Download
  3. Just Style - Download. This is java based
  4. Top Style Lite - Available on CNet
  5. PSPAD - It's a generall purpose editor. Also allows CSS authoring.
  6. Chill CSS Editor - Currently in Beta but good. Download
  7. Free CSS Toolbox - Download

CSS3 has few additional rules. Some of them might work. I personally use Programmer's Notepad AND PSPad.Visual Studio 2012 Web Express also has a good support for CSS editing. You may also try Expression Web 4 which is a free offering from MS (http://www.microsoft.com/en-us/download/details.aspx?id=36179).
