How to create menu like "Code Project.com" in ASP.Net

I wanna create menu like the codeproject.com menu style.
The way codeproject has created the menu Display in this web-site.
What will the best way in ASP.NET. Can any of member suggest any tip or answer for this question.

It's pretty much done with a combination of CSS and javascript. I go to this website[^] when I need some css/javascript guidance.
