Are you debugging all through projects or just one of them? If you are doing work on all 3 projects then that is just the way it is. If you are only working on 1 of them and then other 2 are static, then change your references to the 2 static ones to the DLLs in the respective projects

If there are any config or programming changes, the application pool will need to restart when the application is launched. If this is not the case then you may want to check the settings on your web server.
