Solution 1

On welcome master page because, user can alter his / her profile after get logged in to system... And I'm assuming that, User Master Page is for welcome status of user and all that kinda stuff.. So write your Job Portal on Welcome Master Page :)

i think job-search is required in both two places, so you make a user control of job search and use in both maser page, you don't need two make two pages for search, use one user control on both master page
