No.

You need to have Windows8 for metro app. Whole stack is changed in Win8 and Metro Apps are supported only in Win8 for now.

so any solution to run on windows7 or last way to insatll windows 8 virtually

The only solution you have is to develop the app on a Windows 8 machine. Whether you run Windows 8 on physical hardware or in a virtual machine makes no difference. You MUST be running Visual Studio on a Windows 8 machine.

To run Windows 8 in a VM, you'll need the latest update to whatever VM software you're using, be it VMWare or whatever. Some VM software can't host a Windows 8 guest O/S yet, so you better make sure what you're using can do it.
