Why would you need to decrypt a password, ever? This is against security. Do you think decryption is needed for authentication, or something? Then thing again...

You have not shared what you have tried. Nor the language in which you are trying.

It does not really matter -- the whole idea is already totally wrong, no matter how to apply it. It is fully explained in Solution 1 and 2 (mine) :-)

Good enough, a 5.
As to me, I explained it directly and in brief, I think it's clear enough, please see.

Decryption of a password is never needed. And no one is supposed to know any passwords, no matter how much permission a person has. Only one person in the world should know the password: the owner of it, the one who created a password.

You may ask, how authentication is possible then? Well, think a bit, perhaps you can understand the schema. Not yet?

[EDIT]

I've explained this matter in my past answers:
storing password value int sql server with secure way[^],
Decryption of Encrypted Password[^].
