My advice is to stay away from "easy" solutions that are free if you are dealing with online purchasing. If you do go the online payment route, look into a full solution. Something like this might work:

However, if you are just looking for a web presense for a local business, then I would recommend WordPress. There are thousands of great templates out there that make your site look professional for little or no money. The WordPress backing also makes the site easy to maintain, which is a must when you think about a non-techy being responsible for it.
