Solution 3

1.Take TextBox1 for password and TextBox2 for confirm password)
2.Right Click On TextBox-->Go To "Property"--->change "TextMode" to Password
3.Take a CompareValidator
4.Right Click on CompareValidator---->Change The Following Property

i> ControlToCompare --->TextBox1
ii> ControlToValidate --->TextBox2
5.Run The Program
