First of all, the handwritten recognition performed as you write is pretty much successful and quickly becoming a commonplace. However, if you want to submit some scanned text where some previously handwritten text presents on a bitmap, this is billion time harder to achieve.

I do have Microsoft handwriting recognition engine working pretty well, but only in English. The trick was pretty simple. On a level of regular user, it wasn't possible without having a pen version of Windows, but one could download a pen PC API, and it allowed to install the engine, both free of charge, and use some demo application. You can also download Office component for pen input, but they are not needed much, and this is commercial only. As to the engine version for your language, I don't know exactly; you should look for some "language pack". I was not able to find anything I wanted except English.
Sorry, I did not bother to find original Web links for the components I mentioned above, because 1) I'm not sure what exactly you need (again, see above and see my comment to the question); 2) you asked about source code.
So, about the source code, my advice is: don't hold your breath. I don't believe you can find it. I really don't believe someone will disclose such source code for your if it has a considerable commercial value.
However, times are changing. Keep looking. :-)
