How to popup a message from Asp.net

I have an application which has some transaction functionality,I need to restart the server @ a particular day and time, before (10 Minutes) restarting the server I need to popup a message to all clients, who are using my application through internet saying that "The server is going to restart please do not have any transactions for next 20 minutes".

How to do this through asp.net with C#. ~~It is an urgent requirement.~~
