Hi all,
I want to block a website entered in browser using programs.

When a user submitting website/URL (ex: www.google.com) in browser it will hit or activate our program with the url , in this program the URL is checked with predefined blocking list of url's , if the submitted URL in blocking list we have to display error message on browser other wise it will give normal response to browser.

Note: without editing hosts file.

Any one please help me regarding this.

You are probably looking for a 'web filter program'. Search Google with these keyword for more information.

You should block URLs at the firewall because software running on the client machine can be compromised.
