AFAIK, you cannot. And trying to change the resolution is harmful as Sandeep said.

No. You can't change OS settings from a Silverlight app. Even if you could, it's pretty damn rude and not advisable.

Don't try to do anything as such, it would be highly annoying and no one would prefer that a software plays with their system setting.

If your application has a particular need of a given resolution, intimate them about it for best results before using it.
