Does anyone know of a website that you can host a webservice for free? A site that would be available to the public?

Well, considering the cost of hosting services I wouldn't go for a free service (even if there is one). Reasons:

1.) Not sure if my data is secure enough with them
2.) Availability? Do they promise that my service would be up? What's the SLA? Whom do I contact if there is downtime?
3.) Many more...

Solution 2

You can always use your server.
Or maybe you could create a virtual machine which hosts the web service.

The best option would still be to buy a hosting package which is not too expensive
