Well, one of the best ways to start is to find a need and fill it. It could be something as simple as a web site for your family to view and share pictures. There's lots of needs that can be filled via the web. Just look at Zuckerburg. He saw a need, built a solution, and now is super rich. The thing is to build something useful because you don't learn to build good sites when nobody uses them and offers feedback.
