You can download and install Visual Studio Express edition (it's free). It comes with a compiler.

You need a laptop: put it on the windowsill and run CL.exe.

I tried, it worked!
If you do not know how to write a Windows program then you need to do some studying, searching for sample code etc. This site[^] has a great tutorial to get you started.
