How do I stream a video file ?

I have an application where there are many video files in the application folder. I have used the Video tag to play video files. But in this case hole file is downloaded to the client side and then starts playing. So when multiple users starts playing it takes more time to start playing. So I want to stream video files.

There are no internet access to my application.So please help me how do i stream video files. I am ready to buy if there is any software for that.......

What would it possibly mean, "stream a video file" without Internet access? Any network at all?
And how about ASP.NET without Internet access. Or what would it mean, "no internet access to my application"? What would having Internet access to an application mean?

Thanks for your reply.

But there is one problem. Silverlight is compulsory in the client side other wise user will not be able to view the video. So please let me know if is there any solution for this .
