Instead of deactivating account if it was reported only 5 time which is a very lame to do what to do is take reputation in to consideration and deduct from his reputation and when reputation reach zero deactivate him/her.

The 5 limit doesn't mean that the accounts are gone for ever. You can approach the admin team to have the account reinstated. Better still, though, is not to go out of your way to antagonise others. And yes, this includes telling people to STFU. Play nice with others and they will play nice with you.
