No. Could mean many things. My guess is the author posted a tip/trick, it got downvoted a few times, and the tip/trick was deleted.

I'm fairly sure it was me who just uploaded the missing control file 2 minutes ago (the original issue was because that file was missing, and in the upgrade last night that file - due to an incorrect datestamp - was missing again - so I manually uploaded)

It has been pointed out that when I upvote someone in the lounge they are getting +20 points from me.
Surely as a Platinum it should be +40?
Am I not understanding the weighting properly or is there a problem?

the FAQ says 5 points (Authority in programming forum, Debator in general forum) and "Points are weighted by voting member's level". It does not specify what voter's rep category matters. If you were sevenfold platinum, I'd guess you would be right. But you are not, we don't have all-platinum people yet, and we aren't going to get some any time soon, as those high authority people seem to also be notoriously poor enquirers.

Yep - I'm sure the number of rep points you have is a deciding factor in how much weight your vote carries. For instance, a vote of 5 from me for an article earns the author 80 points. I'm sure Dave's vote (even if he was just barely a platinum Author), would count for less than my vote. I'm sure Sacha's vote would count for more than mine since he has SIGNIFICANTLY more Author points than I do.

Of course it is, we all know the principles; however I'm a little unsure about the details (which you carefully avoided). The main point that still needs clarification in the FAQ is which rep category is relevant for weighing the votes.
Examples:
1.
voting for an article may take the voter's author color, IMO it could as well take the higher of his author and authority color, as one does not need to write many articles to recognize an excellent one, some authority could suffice.
2.
voting on a forum message that has "answer" as message type, I would hope it takes the voter's authority into account; however if it was added with "general" type (the unfortunate default for nested replies), does it factor in "debator" color? Since debator color can be earned in very non-technical ways, that would be wrong IMO.
