An answered question should not be deleted anyway.
First: The one who answered spend some effort (hopefully), and at least than it should be not the choice of some member's mood to destroy this.
Second:
If an answered question can not be deleted, it will show the Praxis of some experts here, who answer and same time Report the question.
Only my view....

It could be bypassed as well: You can delete the answer first and then the question.
I see your point, but there will be always a way to bypass. If not... we can be eaten by spammers and other abusers.

Yes, there is unfortunately a very easy way to Bypass. I tested it with a fake account: I answered a question and immediately deleted my answer. Doing this 10 time (+-), my fake acc appeared in "top experts"

This is possibly an issue with the article editor.
This[^] tip (pending approval) has a broken image, but when previewed in the article editor, it looks fine.

The is exactly what happens when you try to edit an article and the WYSIWYG comes into action. The tip is good in currently live version, but I cannot see the tip in moderation, did you pull it out? The problem is still the Article ID being prepended to the image-name. Anyways, read this article as it covers why do this bug appear and how to solve it.

I had to edit my previous note to give it the 'bug' icon - and then an important update to the lounge seeped into my consciousness:
Add the 'bug' icon to the regular lounge options. I know there's a 'rant' option, but it's not really the same. A rant is often healthy venting and a bit of a yell.
The 'bug' could imply a 'bug up my ass' state - wherein you may even realize you're coming down too hard on someone or something but can't help yourself. It's a bit of a pre-apology of sorts in that the recipients and reader know you're just in a mood and may not even mean it.
The graphic could be more graphic, but the current one is quite adequate.

We're developers - Data shown on a user interface either needs to be correct, or not shown at all.
In the end it can become a bigger deal "behind the scenes" - They're constantly writing log files, and if they don't know that the hour offset is broken it may lead to confusion.

... or the "Red Points" notifications do not show up when you hover on the points for the first time (after a page load)? Only a blank div shows up with no data. They show up on hover afterwards, though.

Yep! I have no idea why I am referring them like that, I heard the term "Red Points" here earlier so thought that's already known here.

Hovering works fine for me. What doesn't work is when I click on "View All Notifications" in the popup div, the Membership/MyNotifications.aspx page loads but says "You have no notifications." even though I have almost 20,000. My guess is it times out.

Hover the mouse over your username at the top of the page, and select "My Settings" from the dropdown that appears.
On the right hand side of the page (under your avatar picture, if any) is a checkbox "Close my account"
Tick this, and press the "Save my Settings" button at the bottom of the page.
