Not if you don't STOP SHOUTING.

DON'T SHOUT. Using all capitals is considered shouting on the internet, and rude (using all lower case is considered childish). Use proper capitalization if you want to be taken seriously.

Yes, you could. If you knew C# you wouldn't need to ask such question. Thus, you probably wouldn't understand it. I suggest you start with something smaller. Or pay someone to do it.

Yes, of course you can. It is a lot of effort and complexity writing a scheduling system so you may want to look at already built solutions as an option.
